Reference Documents

The Public Sector Capacity Building Secretariat has been established to oversee, facilitate and coordinate the Capacity Development of the Public Sector in Rwanda. Therefore it is part of its role to share with you,stakeholders and beneficiaries, information and expertise on Capacity Development. One of the ways we would like do this, is to provide you a summary of the most important reference documents on Capacity Development (international and national publications). Please find below the first summaries and their respective reference documents on Capacity Development.

Working Towards Good Practice (OECD, 2006)

This is one of the most important reference docs regarding theories of capacity development; it summarizes the main features of capacity development and reflects the current shared vision of the donor community regarding ways to support capacity development in partner countries.

Toolkit for Capacity Development (EuropeAid, 2009)

This toolkit was developed in support of the EC’s strategy for reforming technical cooperation and project implementation units and is designed to increase the demand-orientation and effectiveness of capacity development.

Monitoring and Evaluating Capacity Building: Is it really that difficult? (INTRAC, 2010)

This document provides an extensive overview of ways to addressing M&E of capacity development.

It provides useful background information on theories of capacity development in general (providing different perspectives, theories, components) and extensive information on M&E theories and methodologies in general (not specifically related to CD) Parallel to this, it combines M&E with the complexity of capacity development interventions and sets out an overview of steps, concerns, frameworks and considerations while taking up this activity.

Institutional Assessment and Capacity Development (EuropeAid, 2005)

This note offers a conceptual framework for dealing with 1) institutional and capacity assessment; and 2) capacity development issues, mainly in the public sector areas. This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises. More generally the objective of the note is to enable readers to engage in dialogue with stakeholders and specialists about issues regarding institutional assessment and capacity development, as well as support to capacity development, in design and implementation of sector or budget support operations.

Logical Framework Approach and Outcome Mapping, A Constructive Attempt of Synthesis (AGRIDEA and NADEL ETH Zurich, 2008)

A recent trend in development cooperation is the aspect of sharing responsibilities with other partners (DPs or local partners) which makes it impossible for one project implementation team to successfully implement a project. Development cooperation gets more complex and ways are sought to make results sustainable by strengthening local capacities and not only achieving results during project implementation. Outcome Mapping is more suitable for these capacity development interventions and provides more space for valorising interaction and dialogue between all stakeholders concerned.

This document gives a brief and clear insight in the main features of the Logical Framework and Outcome Mapping approaches and shows strengths as well as weaknesses of both.

PSCBS provides capacities to training and learning institutions

In order to strengthen the capacities of public institutions, the capacity providers should be able to fulfill their tasks. Therefore it's equally important to strengthen training and learning institutions in their mandate. Among various institutions PSCBS is supporting Umutara Polytechnic, which is a higher learning institution in the remote area of the Umutara district. This video explains the support provided through which Umutara will slowly build its capacities to provide high quality education.

EuropeAid's interactive platform that supports the European Commission's efforts to make technical cooperation more effective. The platform is an open forum where EC staff at country level and in headquarters, development practitioners, partner countries, other donors, academics and civil society representatives can share ideas and knowledge.

In order to more systematically address UNDP support to national and local capacity development, the Capacity Development Group was established in 2002 under the Bureau for Development Policy (BDP) of UNDP.

WB Capacity Development Resource Center

More than 20 percent of the World Bank's lending and a majority of non-lending services focus on capacity development. Working closely with various units in the Bank, the World Bank Institute (WBI) helps connects practitioners, networks, and institutions to help them find solutions to their capacity development challenges. WBI collborates with partners to develop a range of customized programs and knowledge products that respond to specific needs.

OECD-DAC Initiative on Capacity Development

The OECD Development Assistance Committee (DAC) is one of the leading forums for bilateral donors to shape their collective approaches to effective and meaningful aid policy. For many years, the DAC has considered capacity development as a key priority. Since issuing Working Towards Good Practice, the DAC has sought to help the donor community identify and apply capacity development operational good practice that is consistent with these guidance principles.

LenCD

The Learning Network on Capacity Development (LenCD) is an informal network of analysts and practitioners aimed at creating a global community of practice around capacity development. Its objectives are to facilitate the sharing of lessons and distill quality criteria for good practice; promote research, share experiences, monitor outcomes and carry out other empirical work; foster country-level, regional and international dialogue and collaboration; promote the mainstreaming of capacity development issues into agency operations; and act as a key partner to advance the OECD/DAC’s capacity development agenda.

Institute of Development studies

The institute of development studies showcases capacity development around the world through strategic research and their vision of having a world in which poverty does not exist, where social justice prevails and sustainable growth promotes human wellbeing.
